Release 1.0.22 — Durable Workflow runtime, Console model enforcement, Cockpit operator tools

Workflows are durable — scheduled runs, Wait nodes, and long-running jobs survive restarts. New File node and artifact lifecycle. Console enforces model max-output-tokens and context windows. Cockpit gets Health, license, migration, and SCIM push-provisioning.
